Personally, in West's shoes, I'd do it on small animals as "Proof of concept," instead of humans. An undead hamster or lab-rat's a lot less dangerous to have around.

Either that, or I'd move to Chicago---the Machine there would welcome my talents. "At last! I have the FORMULA! Now every dead man and woman in Chicago shall vote Democratic...FOREVER! BWAHAHAHAHAHAHA!"
