I didn't understand it that way - Grindelwald didn't start his grand plan of complete domination until some years after he fled from Godric's Hollow, while Dumbledore went on with his own career. Then Grindelwald became very powerful and dangerous, and yet Dumbledore waited for five years before he duelled him... the two months they spent together in England must have taken place in the early 20th c. (to me, it would be around 1915 or so - 25 years before the Blitz.)
