Mysterious Advertising

tealinI happened upon this ad in a bus stop on my way home from work yesterday, and it was oddly disconcerting.
Okay, this is apparently an ad for a clothing line, and if you look closely at the tag in the t-shirt it has the brand logo on it, but the prominence of the blond blue-eyed child makes it look like it could equally be an ad for a genetic engineering company, or propaganda for a white supremacist eugenics program. Was this intentional? Was it ironic? Was it left over from something that was filming in town? What's going on here?
